REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Ostlund, Chair; Commissioner Morse; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.  Absent: Commissioner Jones.

          PLEDGE:  MOMENT OF SILENCE, Held.

          MINUTES – November 19, 2024.  Commissioner Morse made a MOTION to approve the Minutes, Commissioner Ostlund seconded.  Passed Unanimous.

          RECOGNITION – Michael Galland – Road – 20 Years of Service; Theresa Martin – Sheriff’s Office – Retirement – 32 Years of Service; Cheryl Steiner – Detention Facility – Retirement – 20 Years of Service; Clay Moore – Road & Bridge – Retirement – 37 Years of Service.

          9:30 a.m. PUBLIC HEARING – Resolution 24-157 to Approve Tax Benefits for Project Meats, dba Ranch House.  Commissioner Ostlund opened the Public Hearing.  The applicant spoke in favor of the proposed tax incentive.  Hearing no other comments, Commissioner Ostlund closed the Public Hearing.  Commissioner Morse made a MOTION to approve Resolution 24-157, Commissioner Ostlund seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Two people spoke in favor of the Proclamation – 16 Days of Activism Against Gender Violence.   Hearing no other comments Commissioner Ostlund continued the Board Meeting. 

          COMMISSIONERS – A.)  Proclamation – 16 Days of Activism Against Gender Violence.  Commissioner Morse read the proclamation into the record.  Commissioner Morse made a MOTION to approve the Proclamation, Commissioner Ostlund seconded.  Passed Unanimous.  B.)  SD-23 Interviews will be held Tuesday, December 3, 2024, at 9:30 a.m. in Room 3108.  No action is required on this item.

          CLAIMS – Batches 25-061, 25-062, 25-063 & 25-064.  Commissioner Morse made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous. 

          CONSENT AGENDA – 1.  CLERK AND RECORDER- Unnumbered Certificate of Survey, Located in Section 5, Township 2 North, Range 25 East, Creating Tract 2 for Agricultural Purposes Only.  2.  FINANCE – A.)  Youth Services Recommendation of Award and Contract with Tel-Net Systems for Security Cameras.  B.)  Worden-Ballantine Water & Sewer District ARPA MAG Draw #2 with Invoice to DNRC.  C.  MetraPark Contract with Tutt Construction, Inc. for MetraPark Outdoor Arena Seating.  D.)  Buy-Sell Agreement 2320 3rd Ave. North.  E.)  Finance Finalized Contract with A&E Design for Yellowstone County Courthouse Remodel.  F.)  Northwestern Energy Easement for Powerline at YCDF.  TABLED.  G.)  RTE for Purchase of 2320 3rd Ave. North Property w/Earnest Money Due.  3.  HUMAN RESOURCES – A.)  Amended Chemnet Agreement.  B.)  PERSONNEL ACTION REPORTS – Detention Facility- 3 Appointments, 6 Salary & Other; Road & Bridge – 1 Appointment, 1 Termination; Sheriff’s Office – 2 Appointments, 3 Salary & Other; County Attorney – 1 Appointment, 2 Salary & Other.

          FILE ITEMS – 1.  CLERK OF DISTRICT COURT- Checks and Disbursements for October 2024.  2.  ELECTIONS – Official Canvass of the November 5, 2024, General Election.  Commissioner Morse made a MOTION to TABLE item 2F on the Consent Agenda, Commissioner Ostlund seconded.  Passed Unanimous.  Commissioner Morse made a MOTION to approve the Amended Consent Agenda and place the File Items to file, Commissioner Ostlund seconded.  Passed Unanimous.    

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Ostlund adjourned the meeting at 9:55 a.m.
