REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Ostlund, Chair; Commissioners Morse and Jones; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE:  MOMENT OF SILENCE, held.

          MINUTES – August 27, 2024, and September 13, 2024.  Commissioner Morse made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous. 

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Ostlund continued the Board Meeting.

          METRAPARK – MetraPark Update – Production.  Mr. Stoney Field, General Manager stated that fair has concluded, and total paid gate has set a record as well as concessions, total paid carnival, and our sponsorships.  2022 was the benchmark year and we have surpassed all those records.  The outdoor bleacher RFP is out.  Mr. Cody Reitz, Marketing Director stated that Cody Johnson’s concert was a great success.  We had 8500 tickets out for that show.  Fusion Fights and Relay for Life will be held this coming weekend.  We have several shows on the books so it looks like we will have another good fiscal year.  Mr. Craig Peterson, Production Director stated that fair went smoothly.  The team worked well together.  Cody Johnson’s head of security called and thanked Metra for a great show.  Ms. Michaela Woempner, Fair Coordinator thanked the Commissioner’s for showing for fair.  Ms. Woempner stated that there were over 8,000 entries overall in 4-H and FFA and seeing their moment is great.  The sale will net over $850,000 for livestock.  Ag day shirts went over well.  Lunch and learn was back at the fair this year.  There was a scavenger hunt in the fair guide, and it was fun to see community take part of that.  There are 332 days until fair of 2025.  Commissioner Morse asked what the plan for night shows next year will be.  Mr. Cody Reitz, Marketing Director stated that night shows nationwide had a tuff time at fairs.  Concerts are down.  We are going back to the board and making sure that any money spent on night shows is worth it and try to facilitate what our goals are for the fair.  Mr. Stoney Field, General Manager noted that for the fair this year there was reduction of 133 overtime hours.       

          COMMISSIONERS – Notice of Second Community Development Block Grant (CDBG) Public Hearing for Laurel Gardens – Setting the Public Hearing for Tuesday September 24, 2024, at 9:30 a.m. in Room 3108.  Commissioner Morse made a MOTION to approve the Notice of Public Hearing, Commissioner Jones seconded.  Passed Unanimous. 

          PUBLIC WORKS – Resolution 24-137 to Appoint Board of Viewers for Proposed Abandonment of Bone Avenue in Lockwood Approximately from Sandy Lane to Bonnie Lane in the Subdivision of Johnson Park – Board of Viewers will be John Ostlund, Yellowstone County Commissioners, Jeff Martin, Clerk and Recorder, Lora Mattox, Transportation Planning Coordinator, and Loga McIsaac, Yellowstone County Public Works Project Manager.  Commissioner Morse made a MOTION to approve Resolution 24-137, Commissioner Jones seconded.  Passed Unanimous. 

          CLAIMS – Batches 25-022, 25-023, 25-024, 25-025.  Commissioner Jones made a MOTION to approve the Claims, Commissioner Morse seconded.  Passed Unanimous. 

          CONSENT AGENDA – 1.  CLERK AND RECORDER – Amended Plat of Lot 200 of the Amended Plat of Block 1 and a Portion of Block 2 and Block 3, Terrace Estates Subdivision, Third Filing, and the S.I.A.  2.  COMMISSIONERS – A.)  Board Appointment – Becky Rosenleaf to Adult Resource Alliance Board.  B.)  Board Openings – Updated List.  3.  FINANCE – A.)  Facilities Contract with Environmental Contractors for ACM Remediation 3246 King Avenue East.  B.)  Finance Contract with Hulteng CCM for Owner’s Representative for County Administration Building.  C.)  Finance Contract with Hulteng CCM as Owner’s Representative for YCDF Short-Term Holding Facility.  D.)  Recommendation of Award & Contract with Knife River for MetraPark ARPA Infrastructure South Expo Back Lot Project.  4.  SHERIFF – MOU and Overtime Reimbursement Agreement for YCSO-FBI Task Force Officers.  5.  HUMAN RESOURCES – PERSONNEL ACTION REPORTS – Youth Services Center – 1 Appointment; Sheriff’s Office – 1 Salary & Other, 2 Terminations; Detention Facility – 1 Termination.
