ALL PRESENT: Commissioner Ostlund, Chair; Commissioners Morse and Jones; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

9:30 a.m. BID OPENING A.) Open and Acknowledge RFQ/RFP General Contractor/Construction Manager Services for Alternative Project Delivery for Yellowstone County Administration Building Remodel. Bids were opened and acknowledged from Dick Anderson Construction, Inc., Hardy Construction Company, and Langlas & Associates. Commissioner Morse made a MOTION to refer the bids to staff for recommendation back to this board, Commissioner Jones seconded. Passed Unanimous. B.) Open and Acknowledge RFP Community Wildfire Protection Plan. Bids were opened and acknowledged from Bintel, Inc., Jensen Hughes, and DJ&A. Commissioner Morse made a MOTION to refer the bids to staff for recommendation back to this board, Commissioner Jones seconded. Passed Unanimous.
PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS Hearing no comments Commissioner Ostlund continued the Board Meeting.
PUBLIC WORKS Critical Scour on Duck Cr. Bridge and Alternate Routes. Mr. Tim Miller, Director of Public Works stated that Yellowstone County received a bride inspection report from MDT on 2-8-23 informing them that the Duck Cr. Bridge crossing the Yellowstone River had piers that were threatened by scour and was in scour critical condition. The Public Works Department is working with a consultant on making those repairs. Thes repairs will require closure of the bridge during repairs and alternate routed are being considered. Kelly Road is the most logical alternate route. The Public Works Department has made plans to hard surface this road, making a paved connection between the river bridge on South Billings Boulevard and the river bridge on Duck Creek Road. The Public Works Department is requesting the Commissioners approval of hard surfacing Keller Road to make a hard surfaced connection between the bridges. Commissioner Morse made a MOTION to approve the plans to hard surface Keller Road. Motion died for lack of a second.
