9:30 a.m. BID OPENING Open and Acknowledge RFQ/RFP General Contractor/Construction Manager Services for Alternative Project Delivery for Yellowstone County Administration Building Remodel. This was extended until next week.
9:30 a.m. PUBLIC HEARINGS Resolution 24-112 of Intent to Abandon a Portion of Rosebud Lane. Ms. Monica Plecker, Deputy Public Works Director stated the FRHP Lincolnshire, LLC submitted a petition on November 9, 2023, for the abandonment of a portion of Rosebud Lane. The road is approximately 1,755 feet in length. There are two fire hydrants located with the Rosebud right of way. The portion of Rosebud Lane that is subject to this petition is located East of Coburn Road and only serves the business known as Camping World. Camping World owns the aggregated parcels along Rosebud and the road terminates with a cul-de-sac. No other properties or facilities are served by this portion of Rosebud Lane. Commissioner Ostlund opened the Public Hearing. One person spoke in opposition of the proposed abandonment. Hearing no other comments Commissioner Ostlund closed the Public Hearing. Commissioner Jones made a MOTION to approve Resolution 24-112, Commissioner Morse seconded. Passed Unanimous. B.) Resolution 24-113 to Dissolve Yellowstone County Parks Board. Ms. Monica Plecker, Deputy Public Works Director stated that the county commissioner may create a parks board to manage the parks under the control of the county. A board is not required to create or have a parks board. The existence of a parks board is discretionary with the board. If a board does not create or dissolves a park board, the board should directly manage the parks under the control of the county. Commissioner Ostlund opened the Public Hearing. Hearing no comments Commissioner Ostlund closed the Public Hearing. Commissioner Morse made a MOTION to approve Resolution 24-113, Commissioner Jones seconded. Passed Unanimous. C.) Resolution 24-114 to Adopt Park Inventory and Enact Park Plan and Park Regulations. Ms. Monica Plecker, Deputy Public Works Director stated that this is the first of two Public Hearings. Commissioner Ostlund opened the Public Hearing. Hearing no comments Commissioner Ostlund closed the Public Hearing. No action is required today. The second Public Hearing will be held on Tuesday July 23, 2024.
9:30 a.m. ZONE CHANGE PUBLIC HEARING Resolution 24-116 to Enact Yellowstone County Jurisdictional Zoning Around the City of Laurel. Ms. Monica Plecker, Deputy Public Works Director went through a power point presentation (available in the Clerk and Recorders office) and noted that the maps have been corrected from the previous Public Hearing. Thirteen people spoke in opposition of Resolution 24-116. Hearing no other comments Commissioner Ostlund closed the Public Hearing. Commissioner Jones made a MOTION to approve Resolution 24-116, Commissioner Morse seconded. Mr. Steve Williams, Deputy County Attorney stated that this action is to readminister the current zoning. Commissioner Morse stated that this is not rezoning anything this is keeping everything the same. Commissioner Jones stated that environmental impacts are handled by DEQ. Passed Unanimous.

GEOGRAPHIC INFORMATION SYSTEMS Resolution 24-115 of Intent to Name an Unnamed Road in Amended Certificate of Survey No. 3793 Corrected and Setting a Public Hearing for Tuesday July 23rd, 2024, at 9:30 a.m. in Room 3108. Commissioner Jones made a MOTION to approve Resolution 24-115, Commissioner Morse seconded. Passed Unanimous.
