REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Ostlund, Chair; Commissioner Morse; Commissioner Jones was absent; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE: MOMENT OF SILENCE, Held.

          MINUTES – May 14, 2024.  Commissioner Morse made a MOTION to approve the Minutes, Commissioner Ostlund seconded.  Passed Unanimous. 

          9:30 a.m. BID OPENING – Open and Acknowledge RFQ for Architectural/Engineering Services for the Yellowstone County Courthouse Remodel.  Bids were received, opened, and acknowledged from Cushing Terrell, A & E and Schutz Foss.  Commissioner Morse made a MOTION to refer the bids to staff for recommendation back to this board, Commissioner Ostlund seconded.  Passed Unanimous.

          9:30 a.m. PUBLIC HEARING – A.)  Resolution #24-98 to Dissolve RSID 713M Tanglewood Lake Estates Subdivision 2nd Filing.  Commissioner Ostlund opened the Public Hearing.  Hearing no comments Commissioner Ostlund closed the Public Hearing.  Commissioner Morse made a MOTION to approve Resolution 24-98, Commissioner Ostlund seconded.  Passed Unanimous.  B.)  Resolution #24-99 to Change Boundary RSID 715M Tanglewood Lake Estates Subdivision.  Commissioner Ostlund opened the Public Hearing.  Hearing no comments Commissioner Ostlund closed the Public Hearing.  Commissioner Morse made a MOTION to approve Resolution 24-99, Commissioner Ostlund seconded.  Passed Unanimous.    

          9:30 a.m. ZONE CHANGE PUBLIC HEARING – County Zone Change 1 – SZD #17 – 5750 Pleasant Hollow Trail – Agriculture Residential to Residential 10 – A zone change request from Agriculture Residential to Residential 10, on Block 1, Lot 2 of Herlee Subdivision, a 20.2 – acre parcel of land.  County Planning and Zoning Commission completed the public hearing on June 10, 2024.   Ms. Nicole Cromwell, Zoning Coordinator went through the staff report.  Ms. Cromwell stated that the Planning staff is recommending approval of the requested zone change based on general conformance and the adopted development plan for Special Zoning District 17.  The stated intent of the district is as follows: “The regulations and development pattern adopted herein are for the purpose of protecting and furthering the health, safety, and general welfare of the people living in the district and in Yellowstone County, Montana.  Commissioner Ostlund opened the Public Hearing.  Hearing no comments Commissioner Ostlund closed the Public Hearing.  Commissioner Morse made a MOTION to approve Special Zoning District 17 – Zone Change 1 with the reasons noted in the staff report, Commissioner Ostlund seconded.  Passed Unanimous. 

PUBLIC COMMENT ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comment Commissioner Ostlund continued the Board Meeting. 

METRAPARK – MetraPark Update – Facilities Director.  Mr. Stoney Field, General Manager introduced Cole Kuntz, Facilities Director.  Mr. Kuntz stated that since taking the position vacant positions have been filled.  Mr. Kuntz also stated that he has been reviewing the budget.  Mr. Cody Reitz, Sales and Marketing Director introduced the new Marketing Coordinator Liz Arlian.  Mr. Reitz also stated that a Classic Rock Concert will be announced soon.  There are only 59 days until MontanaFair.  Sponsorships are up. 

FINANCE – Resolution #24-90 for Elected Officials Salaries – FY25.  Mr. Scott Twito, Chairman of the Elected Officials Compensation Board stated that the board held 2 public meetings.  Mr. Twito also noted that 4% was recommended as an increase to the base salary of the Elected Officials and 90% of the District Court judges’ salary was recommended for the Justice of Peace’s salaries.  Longevity has not changed.  Mr. Twito noted that this was a unanimous recommendation.  Commissioner Morse made a MOTION to approve Resolution 24-90, Commissioner Ostlund seconded.  Passed Unanimous. 

CLAIMS – Batches 24-169 and 24-170.  Commissioner Morse made a MOTION to approve the Claims, Commissioner Ostlund seconded.  Passed Unanimous.
