          ALL PRESENT:  Commissioner Ostlund, Chair; Commissioners Morse and Jones; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          MINUTES – October 3, 2023, October 10, 2023, October 17, 2023, and October 24, 2023.  Commissioner Morse made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous.

          9:30 a.m. BID OPENING – A.)  Bid Opening for the Purchase of a Box Culvert.

Commissioner Morse made a MOTION to refer the bids to staff for recommendation, Commissioner Jones seconded.  Passed Unanimous. 

B.)  Bid Opening for the Replacement of Bridge 03-03 – Intersection of Danford Road and 56th Street.

Commissioner Morse made a MOTION to refer the bids to staff for recommendation, Commissioner Jones seconded.  Passed Unanimous. 

          9:30 a.m. PUBLIC HEARING – Resolution 23-118 of Intent to Abandon a Portion of North 21 Road.  Mr. Mike Black, Civil Engineer stated that this is approximately 1200 feet north from West M Road to the north.  This portion of road right-of-way was created by the 151-road petition.  Typically, road petitions are easement only.  The easement is really a use right and not a dedication of land.  The land “under” easement is owned by the underlying parcel or parcels.  The original road was never built, but the petitioner built and maintained a driveway to a private house in approximately the same location.  Additionally, petitioner has other private farming trails and two tract roads for use in ranching and farming operations. The petitioner desires to eliminate the right-of-way for this road.  The Board of Viewers recommends approval of the abandonment of a portion of the original alignment of North 21 Road of approximately 1200 feet north from West M Road with no conditions.  Commissioner Ostlund opened the Public Hearing.  Hearing no comments Commissioner Ostlund closed the Public Hearing.  Commissioner Jones made a MOTION to approve Resolution 23-118, Commissioner Morse seconded.  Passed Unanimous.  

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Ostlund continued the Board Meeting.
