REGULAR MEETING OF THE BOARD OF COUNTY COMMISSIONERS

          ALL PRESENT:  Commissioner Morse, Chair Pro-Tem; Commissioner Jones; Board Clerk Teri Reitz; Clerk and Recorder Jeff Martin.

          PLEDGE:  MOMENT OF SILENCE, Held.

          MINUTES – August 1, 2023.  Commissioner Morse made a MOTION to approve the Minutes, Commissioner Jones seconded.  Passed Unanimous.  Commissioner Morse made a MOTION to move Item 3 from the Consent Agenda to Item 4 on the Regular Agenda. 

          PUBLIC COMMENTS ON REGULAR, CONSENT AND FILED AGENDA ITEMS – Hearing no comments Commissioner Morse continued the Board Meeting.

          COMMISSIONERS – Board Appointment – Erwin Garcia to Big Sky Economic Development Authority Board. Mr. Steve Arveschoug, Big Sky EDA introduced Mr. Garcia.  Commissioner Morse made a MOTION to approve the Board Appointment, Commissioner Jones seconded.  Passed Unanimous. 

          FINANCE – Notice of Proposed FY24 RSID Assessments.  Commissioner Jones made a MOTION to approve the Notice, Commissioner Morse seconded.  Passed Unanimous. 

          PLANNING DEPARTMENT – Yellowstone River Ranch RV Park Subdivision – Preliminary Major Plan.  Mr. Dave Green, Planner stated the subject property is generally located on the north side of Highway 312 and west of Nibbe.  Mr. Green went through the proposed conditions.  Commissioner Morse made a MOTION to conditionally approve Yellowstone River Ranch RV Park Subdivision with the Findings of Fact and the SIA, Commissioner Jones seconded.  Passed Unanimous. 

          MOVED FROM THE CONSENT AGENDA – West Billings Plan Request for Proposals.  Ms. Monica Plecker, Planning Division Manager stated the primary objective of this project is provide a comprehensive update to the West Billings Neighborhood Plan and align its mission with the current and future needs of the City of Billings and Yellowstone County.  This updated plan should promote a growth plan that includes a compatible and serviceable development pattern for residential and commercial uses and consider the services available by Yellowstone County and the City of Billings. Growth pattern and uses will differ between jurisdictions; focus on public participation and engagement; evaluate and update existing goals, policies, and implementation strategies; and integrate a comprehensive transportation analysis into the planning process.  Commissioner Ostlund explained that the mention of complete streets on page 5 under Transportation needs to be clearer.  Commissioner Ostlund stated that complete streets is not part of Yellowstone County however it is part of the City of Billings.  Commissioner Morse made a MOTION to approve West Billings Plan Request for Proposals with the complete streets more clearly explained, Commissioner Jones seconded.  Passed Unanimous.    

          CLAIMS – Batches 24-013, 24-014, 24-015 & 24-016.  Commissioner Jones made a MOTION to approve the Claims, Commissioner Morse seconded.  Passed Unanimous.

          FILE ITEMS – 1.  AUDITOR – Payroll Audit July 16 – July 31, 2023.  2.  CLERK AND RECORDER – 2023 Certification of Taxable Values.  3.  CLERK OF DISTRICT COURT – Disbursements and Checks for July 2023.  4.  EMERGENCY AND GENERAL SERVICES – EMPG – FY22 Quarter 4 Reimbursement and Request Submitted.  5.  HUMAN RESOURCES – July 16 – July 31 Payroll Audit.  6.  PUBLIC WORKS – Task Order 12 General Services Sanderson Stewart.  7.  TREASURER – Treasurer’s Disbursements and Checks for July 2023.  Commissioner Jones made a MOTION to approve the Consent Agenda and place the File Items to file, Commissioner Morse seconded.  Passed Unanimous.

          PUBLIC COMMENTS ON COUNTY BUSINESS – Hearing no comments Commissioner Morse adjourned the meeting at 9:44 a.m.
